A clan leaders job is to accept/decline incoming challenges with a view to a reasonable fair challenge. The same goes for outgoing challenges ie a fair challenge.

I resigned 2 games against a 2500 strength player whose current rating is 1050.
I resigned them on the first move so my rating would not change.
Because games do not become rated till the 3rd move.
I was trying to protect my rating. Not tank it !!
