Just those Scots who were trying to put another despot on the throne.
It’s unfortunate that it’s not clear from the verse but it mentions rebellious Scots which can be taken as all Scots or those Scots who are rebelling.

But one reason I have heard bandied about is that God ordained America to be the greatest nation.
Even your President has openly stated (in several speeches) that in America, God has created the greatest nation in the history of humanity.

Handling a disease should be an example of cooperation, not a least-deaths competition accompanied by nasty cheerleading. You're not helping the world - it just comes across as inappropriate.
