I see no real difference. Steroid use itself doesn't "enhance performance"; it's not like using a loaded bat or a spitball. What it does is increase muscle mass so that you are potentially more physically able to play well. Surgery of the type discussed does the same thing.

Gaylord Perry is a classic example. He threw a spitball for years, despite it being an illegal pitch in baseball. Plus everyone knew he threw it. Seeing if the umps could catch Perry in the act was all part of the game. And you know what? Today Gaylord Perry is in the Hall of ry. One persons steroids is anothers dependence on pain medication. How many hall of famers would still stand if you retrospectively wiped every record by players who went on and played injured but under sedation. Just because the perception is that they are playing disadvantaged(medicated players would theoretically have slowed reflexes etc) they should be allowed to, at least they kept on playing and many a record has probably a component of some form legal and illegal pain control substances to thank.
I hear what you are saying,where is your proof. All I can say is that every year they find some masking agent and include that in the banned list. Which means that theoretically at least certain savvy elite sportspeople if they have the right advice can keep on avoiding detection forever as long as they have the resources to keep ahead of the testing curve.
All I know is that every year in every sport records get broken. Some people get caught. Those that do in my opinion are just unlucky. Most steroid abuse starts as a way back from injury and as athletes start seeing a better return for their effort they get hooked. The vicious circle is that no-one wants to be left behind and those that escape detection are just more conservative in when they start and end using.
Should Barry Bonds be stripped of anything. No he is an All American hero who gets the job done. If he has abused his body with steroids he will pay. And he will spend all his wealth and fame trying to regain the one thing he initially traded for it. His health.

Go ahead and present a case for banning steroids or any drug for that matter in a country created for the primary purpose of protecting human liberty.
