This might refer to the accuracy of a volley of arrows fired in an arc at a large group of soldiers.

Not true if the "maximum accurate" range is the same as the maximum range. A longbow could only shoot about 240 meters when fired at a 45 degree angle (volley style). Mongolian bows are approximately the same strength as longbows or a bit stronger from what I've been reading, but not twice as strong or anything.
