Trump didn't comply with his legal obligations to transfer all the classified materials in his possession to NARA and that agency was perfectly aware of that fact. The idea that NARA would have no idea an ex-President might have classified materials when he only turned over a small amount (if he even did that, you keep refusing to even establish that) is idiocy on your part.

He did not withhold them from NARA. You are confusing NARA with the DOJ. NARA found classified documents in boxes Trump gave to NARA. Here is an except from the link below:
