There is nothing about universal public education either or a fire department or police departments.
So after Ben Franklin and the rest of the guys left that day, it was left to the people to have their own meetings about how to govern their respective societies. At each town hall, they voted to tax everyone for school, fire department and police. This results in a citizen's right to education, putting out your house fire, and being protected by armed police. But I don't know of any municipality, town, county or state that has made healthcare a right.
So, citizens have a right to the 3 things you mention, if it is included in the statutes of the communities, but no right to healthcare. If there were a right to healthcare in the Constitution, our discussion would be quite different. Bernie says that there is such a right.. I was going to vote on him till he said that.

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
