Well, yes.
I guess it started when I saw a big buck walk into a little fella's Bodega and help himself to the little fella's stuff and walk out without paying him for it. Reform would start with people, mostly liberals and their DAs, who stand by with a million reasons to allow losers and criminals (kinda in the same boat, dontyouknow)...to get away with this type of activity.
