Also: "Personal responsibility" doesn't work when you have a country full of conservatives referring to the pandemic with "Democratic hoax", downplaying the severity of it multiple times, as "just a flu". The biggest cable news network, Fox, kept pushing the falsehood that the pandemic is nothing, that Dems are exaggerating....until scores of people started dying and hospitals couldn't keep up with the sick.

You can't rely on "personal responsibility" when a large segment of the population believes in Trump and Fox News over facts.

I've already shown you the history and the law.

The only thing unusual here is for almost all States to take such measures at the same time. But States have always had the legitimate power to enact emergency measures to protect the public health by preventing the spread of infectious diseases.
