I used to work on those traffic lights in DC and surrounding area. The tech at the time didn't have close to anything AI but they did do as good a job as could be expected. Sensors in the roads allowing left turns and such helped get traffic through.
It was sensors and timers back then.

Yeah, those cameras don't help so much with traffic flow. Around the same time I worked in the Pentagon and the traffic there released about 30,000 cars at quitting time and they had to go off in 15 minute intervals to slightly relieve the traffic jam there every day at 4. It was a mess every day.
I think what will help is the use of AI to alert traffic problems talking to your GPS or some such, there is a little bit of that now when you do google maps, driving directions, occasionally you get speed trap ahead or traffic jam, here is an alternate route. That tech needs to be greatly expanded to help traffic.
