Page 49 para 3says that America Federal R&D Spending is 40% of the total world amount spent. This suggests that they are spending quite a large amount compared to other countries.
I agree that is an appalling drop; the US really needs to be educated about energy efficiency and weened off its reliance on oil.
However, its share of R&D costs is still much higher than its percentage of world GDP:

What also needs to be done is an effort to ensure that developing countries such as China and India, as they expand their infrastructure make sure they do so with Global Warming and energy efficiency in mind.
