No, it wouldn't as numerous statistical studies have shown. And please don't bring up that one bit of phony "science" that has been completely debunked by all serious researchers.

So far as I know, Britain doesn't have the death penalty or anywhere near the murder rate of our death penalty states.

Anyhoo, you're wrong. The US (with the death penalty) is #24 worldwide for murder per capita, the UK #46 without the death penalty.
