A fuller version of the video has now been posted on yutube. When the other policeman arrives, Gardner makes false claims about Massey's behaviour, massaey is referred to as a 'scumbag' and hthey both seem to be highly amused by the tasering. Basically, the polioce are generally on an ego-trip.

Wait, there's supposed to be a 10% grace on speed offences due to standard error which can exist in the radar equipment, it's not supposed to be taken as evidence unless the reported speeds error bars are beyond the legal local speed limit! What kind of crazy laws do they have in that cops country?!

They don't use radar anymore. It's a new system, but i don't remember what it's called, and all departments don't have it yet.

You miss the point. In a true democracy, Massey SHOULD HAVE the right to refuse to sign and the police SHOULD NOT have the right to arrest / use a taser or any other dangerous weapons in such a way or situation. It appears that Utah law allows a 28-year old, bigheaded thug called Gardner to inflict serious physical and verbal assault upon a fellow peer. Let's hope Massey's lawsuit will make bigheads like Gardner think again before flexing their ignorant, uneducated muscles. And, quite frankly, that's what Gardener is - an ignorant, uneducated bighead. Listen to his snide comments to the arriving officer e.g 'the scumbag', 'he took a taser-ride'. Disgusting, arrogant attitude.

He Does have the right to refuse to sign, BUT,in That case, he will immediately be taken to the local magistrate and be judged at that time. This is what a police officer told me when i got a ticket in PA. Other states may be different.

Also, the Supreme court has said that a police officer does not HAVE to tell a person what he's being arrested for.It
Has something to do with police getting sued for false arrest. Can't remember where i read it. Obviously they must tell him at some point.
