Yes. It was not just a coincidence that hippies, left wing politics and the Civil Rights movement all occurred at the same time. Likewise it is not a coincidence that neocons began taking over the government in the 1980s, cutting taxes etc and homelessness, crime, prison populations etc began to go up.

Tax dollars that go towards prosecuting and incarcerating petty theft far exceeds the theft itself. By many orders of magnitude. All of that money spent is almost completely wasted.

Not the same with forgiving federal loans, when the money will instead be spent on Iced lattes at Starbucks instead of writing a check to the federal government. It may not be a perfect investment, but least some of that money is invested in our capitalist economy.

If you're scared of petty thieves, get a concealed carry permit. Leave my tax dollars alone.

Throwing the book at shop lifters is way too expensive.
But why should it be expensive? These criminals are, compared to normal citizens, animals, They want to be. So, lets devise a way where they live like animals, stopping just short of inhumanity. They all live in a huge complex, no amenities except maybe a library of used books to maybe develop themselves. No TV, no anything except an exercise yard. The warden tells them to develop their own society, if they need one. Basic food for them to fight over. The benefit would be that they could be studied by psychologists, psychiatrists, see what makes them tick.

I follow, but taking your premise seriously, you are saying that if someone walks into a store and takes a $1200 TV, that he should not be punished. Or, if so, how? I of course would suggest a labor-job digging and loading boxcars, such as that, for a long period of time. He can feed himself and sleep where he wants after hours. He is not paid of course, so, he is free labor to help us recover our losses.
Am I on the right track?
