You have to understand that a lot of teachers friggin' *hate* guns, and making training of gun handling
part of teaching is going to turn a lot of potential teachers away. The only realistic shot is "volunteers" only.

Not everyone would have to do it.
Also, I'm thinking a lot of teachers are thinking about defending themselves more than their scruples about guns.
