It's not normal. He agreed anyway. He wanted a public deposition so that his testimony would not be intentionally misconstrued. Republicans said no.

The big problem here is that now the republicans seized all the bank records, did all their homework, but all they have is a car loan. They don't want any public testimony because the inquiry is garbage.
