First of all it's not a felony, it's a misdemeanor, and second you can give your friends or family a bottle of water when they are standing in line, you just can't be representing a party and handing out food and water as a gift to try to persuade voters.

Republicans admitted, during a Supreme Court hearing, that they are pursing voter ID laws because they doing so will help them win elections. This is on top of mountains of evidence showing voter ID laws disproportionately affect minorities.
When a Republicans admit during a SCOTUS hearing what their true intentions are with voter ID laws, there's nothing left to argue.
Hear Republicans, from their own mouths, admit they know voter ID laws will not only give them an advantage, but it will do so by suppressing minorities:
