In most countries it is not done openly. Here in Africa, it is often not done voluntarily. I am not even sure what you mean by voluntarily when we are talking about companies and corporations. How do companies volunteer? Why do they?

The only system in which politicians don't have anything worth buying is anarchism, but that doesn't tend to work well. So it is much more effective to ban the buying of politicians rather than taking away their power.
