Redo/rewrite the training that cops are taught.

So less aggression by cops who arrive to a situation.
Ask more questions before they make a judgment on what to do.
Be more involved in the community.
Etc Etc.

Ultimately it could put cops at more of a risk.

Fortunately, the Democrats in the House are here to help: https://judiciary.house.gov/uploadedfiles/george_floyd_jpa_2021_fact_sheet_.pdf?utm_campaign=5874-519

I don’t know. But let me take an unqualified guess: train the police to police, rather than to kill. Stop chasing numbers and get to know the communities. Less shooting, more talking.

The cop who helps an old lady cross the street or an old man up the stairs with his shopping gets liked in a community. And far less likely to get shot at.

Also, some of the tasks the US police do are tasks that should belong to social services or the bloody army / national guard. Split these tasks.

Yeah, I know, it’s not rocket bloody science.

"Ultimately it could put cops at more of a risk."
yes, because that's the point, protect the cops. Not protect everybody else from the cops.
We all know their motto is "protect and serve (anyone who is left standing after we're done shooting)"

Firefighters run into burning buildings to save people. It's a dangerous job. If you are doing it, you assume a certain risk. Because you are selfless and want to help people. Nobody said they should just wait until all the fire has burnt out and only then go in to "rescue" anyone left uncrispyfied.
Doctors treated covid patients. Some got sick. Some died. Nobody suggested they should just put down anyone sick to minimize risk to the doctors.

You reduce the risk to cops by investing in communities. By implementing gun control. By focusing less on treating everyone as an enemy and more like a neighbor.

of the millions of police arrest nothing out of the ordinary happens. The subject conforms and is arrested.

Every case where the subject was killed they were fighting being arrested. How is police reform going to stop that?

A few cops are bad, I understand that. But to assume that all cops are reeks of a form of racism.

Why is it only blacks and liberals get upset when cops kill a black but are unconcerned when a black kills a black?

I think you’ll find your generalization doesn’t fly by me. Cops shouldn’t be killing anyone.

The fact that they need to means their role in the community isn’t accepted.
And that’s what needs reforming.

Here is what they should do, in ALL situations. If they have a bad guy boxed in, holed up in a house, sitting in his car being belligerent like Floyd, ....no matter who 'started it', or whatever,.... everybody just freeze. Just dammit stop it.
If there are 25 swat teams surrounding the house, just let them all go back to the precinct, and 3 cops can just sit on the porch till the guy cools off or starves or whatever. What is the hurry? If Floyd started screaming just let him scream and just stand there. Maybe get a chair and just sit there. He will cool off. What is the hurry? Remember that standoff out west where feds stormed this guy in his ranch house, guns 'blazing? Why not just post a few cops in a motor home and just wait him out? Cut off water, etc. What is the hurry?
Combative? If they hadn't got physical with gun etc, he wouldn't have had anything to be combative against.
