The purpose of the regulation was primarily to protect the co-workers of those insisting on their "right" to spread deadly diseases, not the spreaders themselves. Why else would those who worked at home or remotely be exempt?
Protecting the health of workers from hazards arising out of employment is surely the core purpose of OSHA.
Why has there not been a mandate to require flu vaccines? Do you differentiate between these two fatal (and infectious) diseases?

COVID is far deadlier and contagious as the death toll since the pandemic struck shows.
