Not only that, but many of the immunocompromised cannot get a live vaccine. Nasal spray vaccines are generally live, and not only can, say, transplant recipients not take nasal spray vaccines, those whom they live with cannot take them either.

In short, clandestinely gassing unwary crowds with a vaccine could kill a not insignificant fraction of people.

Not having looked at your link, and just assuming for the sake of argument that this is "a thing" and not another one of your eldritch conspiratorial fever dreams, I could imagine a couple reasons for researching something like an aerosolized vaccine that spreads like a virus.

For instance, if a highly contagious virus that kills 20, 40, or 90 percent of those who catch it were to start tearing through the world population at high speed, deploying such a vaccine could save a net one or two billion lives. It may never happen, but why sit around waiting to find out?

In particular this may be something being researched as a defense against biological weapons.
