You are mistaken. All people have inalienable rights. Some places suppress those rights but the US tries to be better than that.

Personally, I hold these truths to be self evident. No country is so callous with the expenditure of funds to provide travel and expenses for staff in a foreign land for "no benefit" and since intelligence officers' skill is to collect intelligence and conduct nefarious operations, they are not there to collect butterflies.
