Social can lead to communism, but does not always have to.
I see 2 motivations:
1 - the communists will transition to communism using socialism. That is the crux of your argument.
2 - that those will settle on socialism and go no further. I settle on this a little more. Communism will involve the elimination of capitalism. Socialism will not.
And right socialism is very good at living off the wealth that capitalism will create, and will not want to give that up. Every (or most) European country has a stock market.
