If the parents can't offer this to the children, then the State the kids are residing in has the duty to do this.
So the children should be taken into care.
As for the parents...give them jobs, so they can buy housing.
And if there are no jobs available...then there's obviously something wrong with capitalism.

England accepts droves of our travelling community when we were in the economic duldrums, but now that we are in the same position as Britain was then, we don't allow them to work.
Of course the rules are clear, and to me at least they're also clearly flawed.
That these people are not even able to try to get a job is a disgrace in my view.
In answer to your original question, when people are found to exist in such a situation, the situation needs to be amended by either allowing them to legally work, or to legally claim social security.
My original answer to all of this several posts back is that it is the 'let them legally work' option that I'd choose.

Such a policy would be condemned as 'racist' if the 'boot were on the other foot'.
