They have given a lot of power to the executive over there. Way too much if you ask me.
In most European countries, trump’s actions as you describe them, would have had the prime minister or president locked up indeed.

In Britain, something like that would most likely never have been made public and the prime minister would have been forced to resign over a sex with a minor scandal or something.
In the Netherlands the prime minister couldn’t have that information to pass on, way too much bureacracy involved.
In France no one knows what the military is doing anyways and anything the president or prime minister are doing or saying is completely outdated by the time they drive past striking workers.
Belgium military secrets are all internal about the French and the Dutch speaking parts undermining each other and are of no interest to anyone but the small German sprechen part everyone forgets about (but which, I may add, has excellent food in Autumn).
Scandanavia doesn’t have any secrets to devolve.
Luxembourg has special forces nobody knows about.
