Handgun owners must be licensed and reapply for that licence every twelve months part of which would be background checks and psychological assessments.
If you catch someone with an illegally held gun lock them up.
Every gun should be accounted for and employ incentives for people handing illegally owned guns in.
If gang bangers in city centres want to go at it they can use clubs and knives, you’ll find the death toll drops dramatically, especially collateral damage victims
