The British bombed Dresden as an act of revenge for the German bombing of Coventry. The war was in it's final stages then and there was no tactical need to bomb Dresden. So, yes, the British did perform an act of terrorism.
The history of the British Empire is riddled with acts of terrorism, mainly against the indigenous populations of the countries which the British occupied or controlled.
