* To say something which is not true is a hypothesis if it is formulated to make an argument.
* To say something that is not true, while knowing it claiming truth with the intend to deceive the opponent is a lie.
* To say something that is not completely true to make the other understand or to avoid cumbersome long explanations is simplification or making a model. This is completely valid in several crcumstances.
* To leave out important aspects of a stated fact with the intention of misleading is a lie by omission.

This is a good example of a lie IF AJ isn't completely ignorant. In fact, Biden voted for the Secure Fence Act in 2006 which, among other things, " authorized about 700 miles of fencing along certain stretches of land between the border of the United States and Mexico.
The act also authorized the use of more vehicle barriers, checkpoints and lighting to curb illegal immigration, and the use of advanced technology such as satellites and unmanned aerial vehicles. "

Well I did and it turns out he didn't vote for "open borders".
Getting rid of Trump's stupid wall (which Mexico never cut us a check for) is good policy that has nothing to do with "open borders". Sane leaders don't build walls around their countries in the 21st Century.

You can lie to make people feel good and lie to make people feel bad. Or even lie just to get out of stuff. If it's deliberately manipulating the truth it is a lie.
And that doesn't mean all lies are bad.
