What you have to look at is hospital numbers. How many people hospitalized? How many people in IC?
That’s what this has been about since day 1 (or day 150 or so in the US). I’ve explained this 100 times on this bloody site before.
Can the hospitals cope or not. That is the core of the strategy. It’s also the numbers used to determine what is working and what’s not.

Here you can see the hospitalization of elderly start to drop after the vaccinations were being rolled out to them first.
The less strain on the hospitals, the more relaxed the measures can become.
It is, as of yet, not known how much less transmission occurs after vaccination. Speculative, they have noticed a drop. There is no proof.
And don’t forget, vaccinations don’t make you unable to catch a disease. That’s another misconception. A vaccine trains your body to fight a disease. So, WHEN you catch it, it’s less severe = less hospitalizations = crisis contained.
When more than 80% of a population is vaccinated, the R-number really drops. The disease basically multiplies less = less mutations.
