There are a lot of things that can drive up housing prices. Land use restrictions and zoning laws often limit the amount of homes being built. This increases the cost of housing as more people compete for fewer homes. High housing costs more often than not reflect government intervention of some form which has the net affect of hurting those who are starting out and often have a lower financial means.
