In the case of Ukraine, holding an election at the moment is even illegal. They’ve declared martial law, because they’re fighting for their very survival, in accordance with their constitution, which pre-dates their current leadership.
The article (see link above) explains this clearly. And explains why, even if it wasn’t illegal, it is practically impossible.

Civilians are not intended targets in any war. They simply get in the way of military targets at times. All wars have civilian deaths, especially in cities. Look up Fallujah and Sirte. The repetition of propaganda has you believing Russians are targeting civilians. Nobody intentionally targets civilians. Civilians die because the military targets are too close to civilians. Some call it using human shields.
Repetition has you believing absurdities. If you are subjected to enough repetition of propaganda you will accept it no matter how absurd it is. Repetition has that effect.
