Unfortunately, I don't think the US is similar to your country or mine in that respect. Unrestrained private enterprise tends to lead to the marginalisation of people who aren't capable of functioning unassisted in such a society, and it's left to other family members who may struggle to cope with the additional load.
Most people I know on disability get around $500 a month. That won't even pay for an apartment in most US cities.

Our disability pension is 700 per fortnight. Once you qualify for public housing your rent is capped at 25% of that. Our least able people aren't living the life of Riley, but they don't need to die in the street.

I don't know much about amounts and such but I feel comfortable living in a country with a social network that - even though it is far from perfect - helps most people who apply for help. We hear on television and read in the papers about those who for different reasons are not recognised as they should, but the basic idea is that everybody should have sufficient means.

Our son gets just about $500 a month, like they say, not enough to even pay for an apartment much less bills and food.

Mostly they do. Hard to believe I am still working at a good job at the age of 70. I was so afraid of ageism in society but every time I got laid off or fired, I got another job time after time so for me, age never seemed a problem.

Look into the department of housing... they should have cheap rent available for him.

Edit: Also, look into getting him a Snap benefits food card from dshs... he should be able to get $200+ of food stamps.

The waiting list is about 6 years here, they are on the list but he might be 30 before they get in.

A lot of people don't try because of the wait time, but if you at least apply the clock starts ticking, you have to qualify eventually that way.

Good for you - I hope I'm still as active when I'm your age.

As for the "fraud" - I think I'd look close to home first, especially if your son has previous. Get a new card and instruct your daughter to take more care of it and her PIN. It's not nice thinking it's a member of the family, but perhaps it isthe most likely scenario.

It was and Andrew has not admitted taking the money, even though his pic was captured at the ATM. He doesn't know we know that yet. We have been gone on holiday for Labor day weekend so we have to start tightening the screws now that we are home, hope against hope he will admit taking the money.

Have you kicked his butt yet and threatened to kick him out unless he gets his $hit together?

Stop fooling yourself over the mental age thing, a 15 year old knows right from wrong.

God bless.
