It depends on the officer if you WILL or will not. He could have changed his mind when she did, but instead he chose to give her a huge shove and escalate the problem. Some pricks have been known to do that instead of acting rational.

I googled but I can't find anything saying Texas is an exception to the rule that an arrest is discretionary IF the person doesn't sign the traffic citation. Your assertion otherwise (which may be correct) requires some supporting evidence other than your say so.
Nor do I hear the officer say "You're under arrest" rather he repeatedly says "Step back or you're going to be tasered".

I couldn't actually find it in a law book but this is what these people say. Still, an officer can use common sense and send granny home safe. There is not a no tolerance clause in Texas law.
