Actually, adding the word "FIG" next to the pawnstar area of those known and convicted would add an entertaining Draconian element to RHP. Russ could slip into uncharacteristically illiterate ramblings, exhort us to "make no mistake", and declare a "War on Figs".
Then he could organise the most powerful chess forces of RHP and (egged on and baited by the conniving Tuck Rome) declare war on other chess servers, accusing them of harboring cheaters. GameKnot, ICC, and USChess: The Axis of CheatMongers.

surely the world of computer chess is fascinating enough that a couple of the best and most bizarre could be allowed to openly play.

It seems to me that another way of inflating one's rating is simply to play weaker players fairly consistently. Of course, this isn't cheating as such.
In the past 20 games the average is 1328.
