I am not sure how one determines whether a film is over- or underrated, but if it counts as a low rating if you have never heard anyone talk about a film, "Tuvalu" qualifies. Very bizarre and funny. Another film nobody seems to know (I don't know if it has ever been shown outside Germany), but which I thought was brilliant, is "Verrückt bleiben, verliebt bleiben", probably the best documentary I have ever seen ( http://www.german-cinema.de/app/filmarchive/film_view.php?film_id=168 ).
