There's no such part of the brain that "tells right from wrong". Telling right from wrong results from maturation of the frontal lobes over a period of 25 or so years from the time in the uterus. This maturation is influenced by genetic factors, environmental factors, and in utero environmental factors (such as alcohol exposure). Telling right from wrong requires a complex interplay of learning and biological development.

Fetal alcohol syndrome is associated with retarded growth, retarded mental function, skeletal abnormalities, facial abnormalities, heart defects, tremors and abnormal limb growth. Drinking excessive alcohol during pregnancy does not result in damage to one part of the brain, but rather systemic damage to much of the nervous system.

Well, technically it is the "front part of the brain", but the front part of the brain is also responsible for language, working memory, emotion regulation, inhibition of behaviour, etc., etc.

As you can see, there are lots of functions ascribed to one (very large) part of the brain, but it's also true that most of those functions are at least in part accomplished by the action of networks of brain regions working together (especially telling right from wrong).
