You're forgetting it's St. Andrews; home of the R&A.
The only laws that matter up there are the rules of golf, which I'm sure all three are masters at (especially Peter Alliss, that man is a legend).
However, later that day he was spotted in the quad without his ceremonial sword and was fined one pint of beer.
other rules include: students wearing gowns are not allowed entry into pubs (but get in free to the castle!), and 3 students wearing gowns constitute a procession and so can stop traffic etc...
