The post that was quoted here has been removedI think the phrase 'Shut up you tart' would, in the UK, most often be seen as a reference to the TV situation comedy 'Only Fools and Horses', where it as a common catchphrase.
It is generally a phrase delivered by a man towards another man. And would carry no overtones of a sexual nature or be considered intimidating.
Just as saying 'What a plonker' would also be a reference to the same TV programme, but would not be intended as a reference to your genitalia.
