you don't. russ or chris might instal moderators when they feel they need to but primarily this is a chess site and there is not much forum moderating going on.
that being point one - point two is that there are nearly 100,000 people on this site and you are completetly new. I suggest that before you ask questions like that you spend a year or two or three being a productive member of the forum
