Ok, I will group the countries in question as the UK. I will list the countries individually so you can see how many and from where make up the UK. I will start working on the list now to shooo, no noise please 😛.

OK , that's great for calculation purposes . But I still don't understand why different people who reside on your fine islands choose to play under different flags while in seemingly identical circumstances . On a different site I played on before rhp , I had a friend living in Glasgow who played under the flag of England . Another friend living in Edinborough(sp?) played under a Scottish flag . The Glasgow player said they were technically a part of England , the Edinb. player was adimate that Scotland was it's own independent country . Still others played under a UK flag while living in Wales , other Welsh players would play under the flag of Wales or England . So it's very confusing to me , and seems arbitrary at times .

What goes into such a decision on what flag to fly ? Or is it just something that doesn't matter that much to you ?

Officially, for international purposes, there is only one country - the United Kingdon of Great Britain and Northern Ireland, or UK.
This is the country which has UN member status, etc. and this is the country which competes at the Olympics i.e. if all our medal winners are from Scotland, they still count as UK.
However, if you're from the US, you can think of England, Scotland, Wales, Northern Ireland, etc. as similar to states. So, I can imagine someone from Texas choosing to display their state flag if that were available, rather than the stars and stripes.
The reason some people do and others don't is that some people identify more with their "state" than with the UK. I'd say this is particularly true for Scots and Welsh who would rather not be identified with England if at all possible 😉

i understand that it depends who you talk to:

often
britain = england + scotand + wales,

various "greater" or "united" designations then include or exclude parts of ireland.

but this is typical, there are many such disputed locations:
would a kashmiri be included in india or pakistan or have a separate kashmir flag?

the uk issue kicks up in rhp because russ is from there and because so many rhpers also are.

some australians would prefer to use the aboriginal flag 😉
i am sure many texans would choose other than the u.s. flag.

scotland, wales and northern ireland are also in the UK, so you'll have to include those flags as well as englands and the union jack to get the UK total. I'm sure you knew that.

There may be a UK olympic team but scotland, wales, england,and northern ireland all have seperate football teams. Northern and southern ireland have a combined rugby team and southern ireland is not part of the UK as we all know.
Northern irish citizens can hold either a UK or Southern Irish passport complicating the matter further.
On maps these islands are described as the British Isles ( including Eire )
As for the Isle of Mann i don't even think they're part of the European Union.
And if you thought flags weren't important, have you ever been to northern ireland where flags mean everything

Glasgow is most definitely not a part of England. However, it is perfectly plausible that he could be an Englishman living up there.

I'm in a similar situation to that myself. My flag is English, but I'm currently residing in Conwy, which isn't.
