That's NY as in USA , not England. (someone else mentioned the Ramones, like they they came from England - get the facts straight, not even that I like punk all that much, but it seems to orginate from NY City. I guess you think afro-american blues started with John Mayal's blues breakers, and Rock-a - billy floated down off the Thames river instead of Texas.

new york dolls - basic rock.
dead boys, well, I guess they were the closest thing to punk NY had. but put dead boys & sex pistols side by side, and there's absolutely no question which one is 'punk'.

From the looks, it seems that punk was more prevelent in England, but you can't escape the roots of the US influence. Another band acknowledged is the Velvet Underground, they trace back to 1969. I just never thought of them as a punk band, but they had essential guitar recordings that punk guitarists emulated.
Ramones >pop, definitely not then, maybe now they just seem tamer, more common.
