The computer browser: windows explorer.
First of all, never use IE again if you don't have to.
If you see the browser app in Task Manager - try clicking on your browser and then click on the Switch To button.
If this doesn't work, I don't have a clue...

I say get a new one, and plug your old one in after you get the new one running. That way you don't lose any info.
This can only be done if you have room for a second harddrive, and know how to enslave the second one.

A similar thing happened to me some months ago.
I tracked the problem down to a corrupt registry key, which I wasn't able to fix, as I didn't have the correct values to plug in.
I removed Firefox, including manually removing all references to it in the registry.
Then I followed the instructions on www.microsoft.com on completely removing IE from my system.
I then restarted the computer and reinstalled both browsers.
That was just before Christmas, and so far, it's worked just fine.

Your PC is probably overloaded with Adware which can seriously slow down your internet applications. This includes messing around with your web browsers and latching on their own nefarious code. Do you have anything like "Spybot" or "Adaware"?
"Spybot - Search & Destroy" can be downloaded from http://www.tucows.com/preview/310138
"Adaware" can be download from http://www.lavasoftusa.com/
There is also a free online scanner at http://www.pestscan.com .
The free scanner would not remove the pests for you but it would let you know the paths for the files or registry entries which could be a problem.
A word of warning though. Editing the registry without you knowing what you are doing can seriously damage your PC's health!
