What you are playing is a game that had no bearing on the final round.
Not happy waiting then your options are :
1. Resign
2. Offer a draw
3. Hope you or your opponent times out and the other player takes the timeout win.
You are a subscriber so the game itself does not have a major impact on your gameload.

You're describing somebody using the allotted time which they preagreed with their opponent.

I appreciate everyone's professional reactions to what I thought was a professionally worded suggestion.
rd - I agree that it is annoying but some people join a tournament based on when they can play. A lot of people may only have access to the internet on weekends or whatever and therefore can only play 7 day tournaments.
On the other hand, some people join a lot of games but choose timeframes that allow them to structure their movement behaviour. I have about 270 games going on at the moment and I have deliberately spread the games out over 3 day and 7 day tournaments and clan games so that I can manage the time.
You can't now punish me for choosing a 7 day game and then moving every 4 or 5 days.
However, I agree that there are players that will get into a losing position and then take as long as they can. Don't quite know why these guys do this but, whatever.
Some guys use the Time column on the My Games page to decide which games to move in so, maybe a gentle reminder or polite request to move will get him moving? I know Heng is very good at moving if you ask him nicely 🙂
