Assuming you mean non-subscribers, I’m afraid not.
Edit, you can join clubs though and many run tournaments with different levels. Click on chess clubs in the links at the bottom of these pages.

Anyone who has an inability to handle his alcohol ~ so much so that he ends up calling a woman a "slut" over and over again on a message board ~ has an 'alcohol abuse' problem, no matter how little or how much he drank, no matter what he claims provoked him, and no matter how one parses it.
