Presuming that the n00b in question lives in a jurisdiction that has adopted the internet predator law and that the person making the statement was 18 or over then the statement constitutes a criminal act punishable by fines and/or imprisonment.
Now, I doubt that anyone would want to prosecute based on a single post on an internet chat room like this, but it is interesting to note that it may be a criminal act.
Of course, others will say it's just good clean fun.
