I personally say Mace Windu because he had the emperor beat until that son of *****, anakin Skywalker showed up, where as Yoda had trouble against the emperor the same day.

We don't know what the average life span of one of Yoda's species is, for all we know he could have been in his prime. Mace Windu had to be a good 50 which is by no means young.
Yoda is obviously the best,
1. He did not lose to the emperor, he merely was reduced to hiding.
2. Yoda is also greatly older than Mace Windu by several, several, several years.😉
