One of the more sensible 'motivational' essays around addressing high school students, albeit not exactly aimed at your specific queries.
Another thing; I'm not much older than you are, so I feel silly saying this, but girls are also simply people, which means that with most of them, as with everyone else, you'll probably find them boring and be at a loss for a tactful way to end a conversation.
Also, it's good to see some people as sources of interesting conversation and ideas. My favourite places to find these people are trains and airport smoking rooms, but they are everywhere. If you see someone reading a book you like in public, or staring into space deep in thought or something, it's okay to randomly talk to them if you think it will be interesting and aren't too pushy.
Another kind of person is one with whom you have a deep human connection, which can take months or years to develop. For me, this is very rare, but most of my close friends are of this type; we don't have a lot in common besides and understanding and acceptance of the other person. I don't know how these things develop, they just seem to.
