Pensioners have had their real income grow between 21% - 36%, over the past twenty years, compared to working age adults, whose income has grown by 10% in the same amount of time. Working-age adults also have had to deal with stagnated wages since 2008.' (Wiki)
Bottom line, it is the right decision to make sure the winter fuel payment only goes to those pensioners who struggle to heat their homes over winter and that others in society who struggle in a similar manner are not disadvantaged.
