Over the top and away from the wall! Who wants to be marking up the walls trying to fetch the next stretch of tissue? Not to mention it just makes it easier to grab if it's not against the wall.

OK. This has been dealt with elswhere. Short answer; in your house it doesn't matter.
Long answer: From the bottom. If the roll is in a public toilet, contained within a locked box, the roll can rewind out of reach of the next user if the feed is on the top. On the bottom, this doesn't happen.

Most annoying TP dispenser in the world:

I've seen one that locks after rotating once, in effect allowing you to only tear off 2 squares at once. The "axle" was off center, so it would rotate back after you pulled it, which ensured the end would roll over the top and be hanging down, ready for the next pull. It was some extremely clever engineering, but it made me want to scream.

Oh yeah, I hate stuff like that... not to mention that the paper is always thin and rough.

BTW, I see that people are buying those big industrial dispencers for their homes now. Sheesh! They must really hate buyting toilet paper eh?
