Sounds like Cartagena in Colombia. Probably the prostitute was Colombian and the drugs Colombian. I think in certain areas things are just accepted and las rambles is one of those areas. You should visit Bangkok if the world ever gets back to normal.

@the-gravedigger saidIm sure Colombia has changed a lot in the past 25 odd years, even in the past 15 I've noticed change since I started going. Has to be said that it's got potential to slip back into the dark ages, a lot of unhappy people around.
I have been to Cartagena a few times (always through work), nice city.
Also spent a lot of time on the West coast in Buenaventura. Back when I was there, early 90's that was the wild west. Cops rode around in heavily armoured trucks during the day and locked themselves in their barracks at night.
The locals in Cartagena were always horrified when I told them I was going to Buenaventura next. Personally I loved the place.
Did you ever visit the jungle? Even now they say some parts of the West Coast are dangerous, only issues I've had were in bogota and they were what you'd expect with a large city with massively different social classes.
