Maybe this is a trick question. People's niceness is not based on their country but on their inner qualities. Those who treat their enemies as teachers, those who find most satisfaction in helping others.
Those who ... don't go on too much about what you already know ....

I am sorry to have divided humanity into set groups, not least as I don't like the idea of such division myself.

But what you say is right, and a nice thought too.

I'd say, from my reasonably wide experience, in this order
1-Afghans
2-Italians (especially southerners)
3-Uzbeks
4-Iranians
5-Indians
6-Northern Scottish
7-Kyrgyz
8-Danes
9-Spanish
10-English
Southern Americans or British / Wales / Scots number 2.

There's no way I could group people by their nationality for something as arbitrary as how much I like them. I like people who are polite, sincere, relaxed, non-invasive, loyal, moral and interesting.
But you could come up with generalizations of regions. Many seem to believe Wales is very friendly towards guests. Australians have a good sense of humor it seems. Americans can be ignorant of other cultures, of course, a key reason being that we are somewhat isolated westerners. Americans only developed around England, France, and a bit of Spain, so we don't know everyday European activity.
And the southern americans...they have an accent, but are homely and have superb cooking that they are willing to share.
